Users are grouped in different categories. Its all relative to what your doing with the machine. Customer service reps got small form factor i5s with a 250GB SSD, and graphic designers got either high end macs or custom built PC's.
You really do not give enough information to make a decision, what are these machines being used for? Do you need something that is CPU intensive? Whats your expected shelf life of these machines before your next replacement? At my last position i handled pretty much all hardware purchases, for developers we bought high end I7s with 32 GBs of RAM and high speed PCI drives.
